The idea seems really un-pokery but I guess it might be alright. Might try one myself if I can be bothered. Way more into cash these days though, haven't played a tourney for ages.

100% of your buy-in goes toward bounty prizes. You take 75% of someone's bounty value if you knock them out and the other 25% gets added to your value for the next round.
3 minute blind levels though - sounds like a bit of a jam festival to me..
